It urges all citizens to participate equally in community planning, since only those plans which represent the aspirations of the great majority of citizens succeed ultimately in a democratic society. Each of us has a civic responsibility to study the community carefully, learning its good points and its bad. Only by seeing the community carefully can we hope to improve it. Only by pooling our ides and our knowledge can we develop plans that will represent to each citizen his proper role in upbuilding the Los Angeles Region." [Mel Scott].

Perhaps these two sentences contain the moral of the speeches and papers on the moral aspect of the question. But neither the "making" of citizens nor the making of "streets" is, or should be, in the planning of cities, the main inspiration or ambition of a city planned, important as they are on the way towards and as a means to an end still nobler, if more remote." [Tidcombe: DPL1].
